John, "tramlining" is a term used for exactly what you describe but can be, as I stated above, as much about the make, tread pattern and tyre wall reinforcement of a tyre you use than the wheels.
BUT in addition, because the tyre profile is less on 19" wheels than on say 17's or 18's then there is MUCH more chance of this happening as there is very little give (flex) in the tyrewall and therefore when cornering the tyre cannot roll as easily which is mainly due to EXTRA reinforcement on larger diameter lower profile tyres and thus will feel like its stuck on a "tramline".
