Because there is a light behind the image and an LCD screen works by blocking out the light (or certain colours of light) but it is not 100% effective at blocking it out when black.

@BASER999: I challenge your definition of steps ('tend to have just an open tread'), for I have seen many steps (more than one would consider an odd occurrence) that are made of the building material commonly referred to as Concrete. And when you make toast, where does the bread go?
