yeh sure they are, i had that size on mine before i had front mount fitted, and got that from halfrauds, so you know they won't sell it if it were dodgy.........as such ... the one i got fitted now is the size of a postage stamp and only Hawks with goggles can see it from 30 yards.

They are legal as long as the size, font and spacing of the letters is correct.

11" x 8" isn't square!

...and "dose" should be "does", "leagal" is "legal" and "i" is "I".
