Anyone in 150 that's half decent at their job should be able to find out if this is the case.
your best bet is to use the 150 call steering to get through to homemovers...i've found them to be most helpful (with non-homemoving enquiries) as they have reasonable training and are not under the same target/service pressure as other depts. >>
If the line had been dax`d u wouldnt get broadband at all!!!!!!!!
