Personalised Avatar Pics?

can you change your avatar to a pic you have on your pc??if so, can someone tell me how i go about changing mine??

Click "My Controls" on the blue band near the top of the screen

Halfway down the Left Hand side you'll see "Personal Profile"

Click "Edit Avatar Settings"

huh, there used to be an option to Upload Avatar from PC..........

and poo, I think i've lost mine now!
