i have a 99uk turbo and it had this it when i got it

i've looked all through the owners manual and cant find intructions how it works or what it is.

at first i never bothered about it but now after 6 months i want to know how it works

does anyone know if it in the forester 98-02 manual? if so i'm sure i can get from ebay
