Sounds like there is a leak somewhere!

Have you removed any of the piping for the intercooler?

I might be the dump valve mate, if you are running crap boost then you are leaking somewhere prior to the throttle body.

So many things mate, everyone would be guessing/ firing answers back and forth at you. Check the ECU fault code and work from there. Get a boost gauge hooked up and see what you are running at but don't drive it like you stole it. You might find you are running at 0.5Bar.

All the best, keep an open mind. Sometimes a loose hose or a split connection is all it is.

i added that i had put a NEW ELBOW on that leaky looking part. its all tight as a drum and no leaks there. should it be on the other pipe ? or the other side  of the engine?

Without actually knowing the history of this I would guess your ecu is in limp home mode, which will require a reset.

No it need reset because you have done something that has put it into limp home mode, ie boot it with a leaking hose sending your turbo balistic as it trys to make the pressure, the engine is working like feck to try and make the boost, its no happening because you have a hole in your pipework, the ecu says "Oh Oh! something wrong, we are going to have a bad day if this continues!" And goes into a rich, safe limp home map, and restricts your boost to 0.5 bar.

To reset it, disconnect your battery, and go and have a cup of tea. About 30 min later, reconnect the battery and all should be well again, if not, then you will need to explore other options.
