More Boost Problems

Ok decided to get a manual boost controller like:

Fitted it this more, took it for a small test drive to make sure everything was set ok but everytime i reach 9/10 psi i seem to be hitting fuel cut and it seems hesitant at times too once at this region, most it went to was 12 psi but this was hesitantly.

Any ideas what may be causing this?

Have boost solenoid still connected electrically but not piped up to actuator/turbo
