marks on rear bumper

just back from washing the scoob, when i was washing the back bumper i noticed lots of small marks on it, it like rust marks, but surely on a plastic bumper u wont get rust coming thru, n i dont think paint turns to rust either it only seems to be on the bumper, no where else, n the paint on the bumper was fine, no cracks etc. i tried to rub the marks out but there not rubing out. anyone any ideas on weather this could be rust, or why its went like this.

It could be tar from the road or some diesel marks from the road. Try a mild cutting polish, maybe T-Cut or something similar. It should shift and no, you should not have rust on a painted plastic bumper.
